Legislative Decree February 23, 2010, n. 49, which incorporates the Community Directive 2007/60 / EC on the assessment and management of flood risk (and its subsequent amendments and additions), establishes art. 7 that by 22 December 2015 the Flood risk management plan, for the Hydrographic Districts pursuant to art. 64 of Legislative Decree 152/2006, both completed and published.
The Community Directive, and with it the Decree of transposition, aims to build a homogeneous knowledge framework at European level on the effects that alluvial events generate on a territory in terms of
• flooded areas
• population involved
• urbanized and productive areas and strategic infrastructures involved
• environmental and historical-cultural heritage in question
The Directive also places the pre-eminent objective of the preparation of Flood risk management plans which - even in this case at a homogeneous level - are developed in the various member countries of the Union.
In the Flood risk management plan the flood risk management objectives have to be defined and suitable measures programs have been set up to integrate the various aspects of "flood management" (from prevention to protection to alerting), favouring non-structural interventions and actions to reduce the danger of floods. The same Plan is prepared without prejudice to the planning tools already prepared in the implementation of the previous legislation.
